Monrovia, Liberia – The Head of the Liberia Telecommunications Authority (LTA), Hon. Clarence Massaquoi, has announced a major milestone in regional integration as Liberia and Sierra Leone are set to go live on Free Roaming beginning this Wednesday.

The announcement comes following the signing of a Memorandum of Understanding (MOU) between the Governments of Liberia and Sierra Leone in a recent high-level engagement held in Sierra Leone.

Hon. Massaquoi  emphasized that the implementation of free roaming regulations marks a significant step toward enhancing trade, communication, and regional collaboration. “With these free roaming regulations, trade and regional contribution will now be enhanced,” he stated.

He further stressed the importance of removing barriers to communication across West Africa. “If we must be a region, all the tariffs must be removed among West African countries,” Massaquoi said, highlighting the broader vision of a unified ECOWAS telecommunications space.

The LTA boss also disclosed that additional countries, including Côte d’Ivoire, Ghana, and The Gambia, are expected to come on board the free roaming initiative between now and October 2025. This expansion is expected to further consolidate efforts toward seamless communication and mobility across the region.

Hon. Massaquoi was quick to clarify that this achievement is not just a success for the LTA but a major accomplishment for the Government of Liberia. He commended the political will and commitment shown by President Joseph Boakai and his administration toward advancing regional integration.

The free roaming initiative, championed under the ECOWAS framework, allows mobile users to make and receive calls at local rates when traveling within participating countries, eliminating expensive international roaming charges. This development is expected to significantly reduce the cost of cross-border communication for citizens and businesses.

The move is being widely welcomed as a game changer in regional connectivity and economic cooperation within West Africa.

Also speaking at the Free Roaming Meeting in Monrovia , ECOWAS Country Representative to Liberia, Madam Josephine Nkrumah has underscored the critical role of political will among Liberia, Guinea, and Sierra Leone in advancing the Free Roaming Initiative. Speaking during a recent engagement, Madam Nkrumah emphasized that the joint agreement by the three nations will go a long way in bridging the communication barriers created by national borders.

According to her, the cross-border communication challenges that citizens face daily can be significantly reduced through a harmonized approach to roaming services. “The political will of the three countries to jointly agree on Free Roaming will bridge the communication gaps created by our borders,” Madam Nkrumah stated.

She further explained that the establishment of a common legal and regulatory framework across the three countries is essential for the successful implementation of the initiative. Such a framework, she said, will allow for the application of local tariffs while meeting the expectations of citizens who demand affordable and seamless connectivity.

Madam Nkrumah also reminded stakeholders that ECOWAS has long supported the idea of regional free roaming. “ECOWAS facilitated the adoption of roaming in the ECOWAS States as far back as 2017, and the move by the three countries is just in line with the regulations which will be supported by the regional body,” she added.

The Free Roaming Initiative is expected to enhance regional integration, boost trade, and promote stronger people-to-people ties across Liberia, Guinea, and Sierra Leone. ECOWAS continues to provide technical support and policy direction to ensure that all member states benefit from affordable, accessible, and reliable telecommunications services.
