Monrovia, Liberia – The Ministry of Foreign Affairs has announced the outcomes of Liberia’s participation in the Ninth Tokyo International Conference on African Development (TICAD 9), held recently in Yokohama, Japan. The conference resulted in several significant commitments from Japan aimed at supporting Liberia’s growth, job creation, and development priorities.

    Infrastructure & Economy

Liberia will benefit from feasibility studies for the Monrovia–RIA road and key farm-to-market roads. Japan will provide technical support to modernize the Freeport of Monrovia and open opportunities for Liberian startups to partner with Japanese companies in ICT, agribusiness, and clean energy. Additionally, Japan’s investment funds may support energy and agriculture initiatives, while potential collaboration on sea defense and waste management is under discussion.

    Agriculture & Food Security

Japan will assist with climate-resilient rice trials in Lofa and Bong Counties, provide mechanized farming support, and facilitate access to modern irrigation and food processing technologies.

    Education & Youth

At least 500 Liberians will receive training in AI, biotechnology, and the green economy, while new scholarships will enable students to study in Japan. Special programs will support women’s leadership and entrepreneurship.

    Health & Social Development

Liberia will see upgrades for referral hospitals, enhanced medical equipment, and health worker training. Vaccine access will continue through Japan’s global health funding.

    Peace & Security

Japan will support Liberia’s maritime security and coast guard, while facilitating participation in peacebuilding and governance programs.

    Additional Gains

A USD 72 million proposal for priority projects in roads, health, education, and agriculture is under review. A dedicated TICAD 9 Desk will be established to track progress and provide updates to citizens.

Liberia’s engagement at TICAD 9 underscores the government’s commitment to strategic partnerships that advance national development, empower youth, and strengthen infrastructure, health, and security across the country.
